My public career highlights and education

I currently serve as Deputy Chief Information Officer and Chief Product Officer for Texas Health and Human Services, where I lead the strategy, delivery, and modernization of the state’s eligibility and Medicaid enterprise systems. Over the past two decades, I’ve been entrusted with enterprise-critical roles across cybersecurity, data, AI, and large-scale public sector systems, including serving as Chief Data Officer at the Texas Department of Transportation. Earlier in my career, I founded and scaled a technology company focused on data-driven supply chain optimization. My academic background includes advanced studies in artificial intelligence, along with business, computer, and engineering degrees.

What I like best about public service

Public service provides the opportunity to operate at meaningful scale with direct impact. The systems we oversee support millions of Texans and are often accessed at critical points in people’s lives. What I value most is the ability to translate strategy and technology into outcomes that improve access, reliability, and trust in essential services.

Some of the best advice I have ever received

“Clarity creates momentum.”

In complex, large-scale organizations, progress depends on aligning people and priorities around a clear direction. When expectations are well-defined, execution accelerates and outcomes improve.

Something I wish more people knew about my division of government

Eligibility and Medicaid systems are among the most complex environments in government. They operate at the intersection of federal and state policy, large-scale operations, and advanced technology platforms. Delivering reliable outcomes requires disciplined governance, strong vendor and system integration, and continuous coordination across policy, technology, and operations.

A current project or initiative that I am working on

We are advancing modernization of our eligibility and Medicaid enterprise systems, with a focus on improving system resilience, enhancing data capabilities, and enabling more modular, adaptable platforms. A key priority is ensuring that modernization efforts incorporate responsible AI in ways that strengthen human decision-making and improve service delivery outcomes.

One thing outside of government service people may not know about me

Outside of my formal role, I continue to study and experiment with emerging technologies—particularly artificial intelligence and robotics—and how they can be applied in practical, real-world settings. I’m especially interested in how AI can augment complex systems and improve decision-making at scale.
