Washington – John Mauro has been appointed city manager for Bainbridge Island, effective Sept. 8. Mauro previously served as city manager for Port Townsend and has 15 years of local government experience. He will oversee daily municipal operations, implement City Council policies, lead city staff and advance the city’s strategic priorities.
California – Harry Black has been appointed city manager for Vallejo after serving as interim manager since May. He holds a bachelor’s degree in public administration from Virginia State University and a master’s degree in public administration from the University of Virginia. Previously Stockton’s city manager, Black will oversee municipal operations, finances and implementation of City Council priorities.
Georgia – John Solmon has been appointed deputy city manager for Cleveland. Solmon previously served as the city’s financial director and will continue in that role while assuming additional leadership responsibilities. As deputy city manager, he will oversee department operations, organizational initiatives and administrative functions while supporting the city manager.
Texas – James Wilkinson has been appointed chief information security officer for the City of Dallas. Wilkinson previously served in senior cyber leadership roles with the U.S. Army and U.S. Marine Corps during a 26-year military career. He will lead the city’s enterprise cybersecurity program, oversee information security strategy and strengthen cyber resilience across municipal operations.
Missouri – Brian Allen has been appointed chief of police for the City of Kearney, effective Sept. 3. Allen previously served as captain with the Kearney Police Department. He will lead the department’s law enforcement operations, oversee personnel and public safety services, and succeed retiring Chief Mark Thomas.
Iowa – Kevin Gyrion has been appointed interim city administrator for Clinton while continuing to serve as chief of police. Gyrion has led the Clinton Police Department since 2015. In his interim role, he will oversee municipal operations and ensure continuity of city services during the search for a permanent city administrator.
Federal – Maureen Falvella has been appointed chief information officer and director of the Office of the Chief Information Officer at the National Institutes of Health (NIH). Falvella will lead NIH’s $1.9 billion IT portfolio across its 27 institutes, centers and offices, with priorities including enterprise IT modernization, cybersecurity, digital transformation, and support for initiatives such as the Bio Genesis Mission and the Real-World Data Platform.
Washington – Steve King has been appointed interim city manager for Port Townsend and will transition to the city’s first deputy city manager following the hiring of a permanent city manager. King holds a master’s degree in civil engineering from Washington State University and previously served as public works director. He will oversee city operations during the leadership transition and support long-term organizational planning.
