National – Meghann Hurt has been promoted to Groundwater program manager for the U.S. Department of Energy’s Office of Legacy Management. Hurt studied geology at the University of California, Santa Cruz, and joined the office in 2021 after working as a DOE subcontractor. She will coordinate groundwater projects, resources and technical guidance while continuing to manage nine federal sites.
California – Crystal Lee has been appointed Los Angeles city engineer, becoming the first woman to hold the position. Lee holds a master’s degree in civil engineering from Loyola Marymount University and previously served as deputy executive director at Los Angeles World Airports. She will oversee public infrastructure planning, design and construction and implement the city’s capital infrastructure program.
Texas – EJ Hernandez has been appointed city manager for Anson after previously serving as interim city manager and public works director. Hernandez has worked for the city for several years. In his new role, he will lead municipal operations and work with the City Council to guide city services and administration.
Pennsylvania – Joseph Famiglietti has been appointed finance director for Reading after serving four months as acting director. He previously held several financial roles with Berks County and has nine years of government finance experience. He will oversee budgeting, accounting, payroll, treasury functions, financial reporting and long-term fiscal planning.
Minnesota – Jorgen Erickson has been appointed Parks and Recreation superintendent for East Grand Forks, with a tentative Aug. 3 start date. The City Council approved his hiring July 7. In the role, Erickson will lead the Parks and Recreation Department and develop plans and priorities for the city’s recreational facilities, programs and services.
Tennessee – Art Davis has been confirmed as chief financial officer for Memphis after serving as deputy chief financial officer of the Treasury. He previously held financial and operational leadership roles with the Memphis River Parks Partnership. Davis will oversee city finances, strengthen financial controls, modernize internal processes and ensure responsible management of public funds.
Michigan – Rik Hayman has been appointed city manager for Bay City. Hayman previously served as chief of staff and senior administrative officer for the city of Burton and most recently worked in public relations. He will serve as Bay City’s chief administrative officer, overseeing municipal operations and carrying out City Commission policies and directives.
Georgia – Carl E. Geffken has been appointed city manager for Forest Park. He holds an MBA in finance and investments from Baruch College and previously served more than eight years as Fort Smith, Arkansas, city administrator. Geffken will oversee municipal operations, strengthen city finances and advance economic development and redevelopment priorities.
