New York – Stephen Clark will serve as CEO for the Albany County Airport Authority. Clark arrives from the Sacramento County Department of Airports, where he served as deputy director of commercial development. He began his aviation career as a baggage handler and ramp agent.
Wisconsin – Jon Landsverk has been promoted to Sun Prairie’s public works director. Landsverk currently serves as the city’s facilities manager. Prior to joining Sun Prairie, he served as facilities maintenance supervisor for the City of Madison Parks Department.
Colorado – Candace Smith has been hired as chief communications and engagement officer for Denver RTD. Smith most recently served as senior associate vice chancellor for public affairs and strategic communications at the University of Colorado Boulder
Iowa – Michael Van Milligen, Dubuque’s city manager, plans to retire next year. The city council has reviewed proposals from nine executive recruitment firms to help find a replacement. Van Milligen has served as city manager for more than three decades.
Kansas – Tammy Snow has retired as chief of the Wichita Fire Department. Before Snow joined the department in 1988, she was a schoolteacher. She had served as fire chief since 2017 and announced her retirement in February.
Indiana – Ray Juengst has been named Elkhart’s chief of police. Juengst has more than 30 years of experience in law enforcement and previously served as chief of police and director of public safety for St. Charles, Missouri. He takes over for Dan Milanese, who stepped down three months ago.
California – Rodolfo Aguayo is Menifee’s new assistant city manager. In his role, Aguayo will direct operations for Community Services, the City Clerk’s office, Information Technology and Human Resources. He comes to Menifee from Imperial County, where he served on the executive leadership team.
Oklahoma – Jonathan Brooks will be Tulsa’s next police chief. Brooks currently serves as deputy chief, leading the Operations Bureau. He has spent nearly 30 years with the Tulsa Police Department. Brooks will succeed Dennis Larsen, who announced his retirement in July.
