$100M DOE initiative aims to expand U.S. mining workforce

The Department of Energy (DOE) plans to deliver up to $100 million through the Office of Critical Minerals and Energy Innovation (CMEI) to bolster the nation’s critical minerals workforce. 

The Providing Opportunities for Specialized Education in Critical Technologies (PROSPECT) initiative will help state and local efforts to generate the skilled workforce needed to secure and rebuild domestic supply chains. The program follows in the administration’s efforts to attain self-reliance, avoiding overt dependence on foreign powers and driving America’s goals to dominate the global energy industry. 

The U.S. faces a credible shortage of qualified workers needed to sustain its critical minerals and materials supply chain across all levels. Through the PROSPECT program, CMEI will funnel awards into educational and training programs required to lift the nation’s declining mining-centric workforce. 

As of now, to meet growing demand, the U.S. will need roughly 6,000 new engineers in the mining sector alone, as well as additional professionals in materials science, processing and recycling sectors. To meet that demand, PROSPECT will distribute awards to programs designed to address workforce gaps. Projects that may be considered include any that: 

  • Expand the domestic pipeline of graduates with mining, minerals, materials, manufacturing and related supply chain credentials. 
  • Modernize university curricula to reflect emerging technologies and evolving workforce needs. 
  • Strengthen partnerships among universities, industry, national laboratories, community colleges, trade schools and other educational institutions to improve workforce development and career pathways. 
  • Increase student participation in internships, cooperative education, apprenticeships, undergraduate research and other experiential learning opportunities aligned with industry needs. 
  • Enhance institutional capacity through faculty development, instructional laboratory modernization and educational infrastructure that supports long-term workforce growth. 
  • Establish sustainable models that continue producing highly qualified graduates and supporting domestic critical minerals and materials supply chains beyond the period of federal investment. 

The program has set milestones to chart progress as CMEI supports the workforce training and development cycle. PROSPECT anticipates doubling the number of graduates with degrees related to mining, minerals and associated supply chain technologies over the next two years. The program’s long-term vision will implement new curricula, teaching tools, financial aid programs and other methodologies to attract students and build a next-generation workforce. 

While the DOE’s announcement signals its intent to launch PROSPECT, details regarding how the funding will be distributed, who qualifies for it and submission deadlines have not yet been released. The department may change aspects of the initiative before launch.
