The U.S. Department of Transportation (USDOT) is planning to modernize its IT infrastructure through a landmark up-to $1.9 billion transition away from outdated architecture to embrace a unified digital service vision.
The initiative – titled “1DOT” – sets the stage for major changes through a multi-award Blanket Purchase Agreement (BPA). Officials anticipate releasing the solicitation in August.
The shift is part of the department’s strategic 1DOT plan to consolidate administrative functions under a single operating framework. These efforts will work to remove bureaucratic redundancies, improve visibility and accountability, streamline procurement processes and modernize technological capacities within the department’s IT infrastructure.
The 1DOT Digital Services BPA specifically works to achieve a holistic IT vision for objective-specific and departmentwide applications. The plan supersedes the incomplete Software Engineering Support (SWES) 2.0 pact and will prioritize software development. Critically, 1DOT will enable USDOT to migrate from siloed legacy systems toward enterprise-level digital platforms.
Siloed legacy IT architecture has significantly impeded the department’s ability to efficiently function in the modern age, restricting coordination and isolating data streams. These silos are typically segregated between different departments or teams, creating barriers and gaps that prevent simple coordination and easy data flows throughout the organization. Eliminating these antiquated structures and replacing them with an inclusive and holistic integrated digital platform will help USDOT solve long-standing coordination issues while strengthening overall productivity and security.
Through the Digital Services BPA, 1DOT will serve as a flexible vehicle to procure specialized talent and solutions for IT needs. These will include:
- Specialized software engineering.
- Agile development.
- Cloud-native architecture.
- AI and machine learning solutions.
1DOT will leverage a dual-pool structure to ensure that contracts are given to multidisciplinary agile suited to deliver scalable and human-centric digital services covering the breadth of USDOT’s holistic IT architecture. The BPA will leverage two distinct contracting pools: one for small businesses and the other for unrestricted contracts.
USDOT emphasizes that it will prioritize the lion’s share of contracts to qualified small businesses. For more complex, cross-modal projects, the unrestricted pool will provide the broadest net possible to field a variety of vendors. The BPA will utilize a full and open competition approach following all applicable exclusions.
The 1DOT Digital Services BPA will play a lynchpin role in the department’s IT Strategic Plan for 2025 through 2029. The larger plan outlines a series of goals intended to remove legacy systems, strengthen workforce and vendor relationships and advance digital product delivery. The BPA will help reorganize the department’s operating structure, creating digital factories to promote productivity and centralized shared services across multiple governing agencies.
