New York State is opening the application period for more than $125 million in Affordable Multifamily Program Upstate (AMP Up) funds to modernize properties and improve affordability and energy efficiency for moderate- to low-income residents.
To apply for funding administered by the New York State Energy Research and Development Authority (NYSERDA), owners can work with a contractor from the agency’s approved Multifamily Contractor Network or use a concierge service provided by the agency to help determine project scope, plans and available funding sources. NYSERDA will host an informational webinar April 28 to assist participants.
Eligible buildings must be located north of Con Edison’s service area, contain at least five residential units, and have at least 25% of households earning at or below 80% of the area or state median income, whichever is higher. Officials note that lower-income residents are often disproportionately affected by high energy costs.
The program separates projects into two pathways based on building size, with more generous incentives for smaller properties. Low-rise buildings with 20 or fewer units can receive up to 85% of project costs and access accelerated early-stage funding, while larger buildings are eligible for up to 70% of costs. The structure reflects an effort to reach smaller multifamily properties that have historically faced more barriers to completing energy upgrades.
Funding can be used for improvements such as energy-efficient windows, heating systems, insulation and appliances, as well as broader electrification and resiliency upgrades aimed at reducing energy use and improving comfort.
Contractors participating in the Multifamily Contractor Network play a central role in developing projects, including assessing buildings, defining the scope of work and helping submit applications. Owners must work with a NYSERDA-approved contractor or concierge to move projects forward, and participating contractors are responsible for submitting applications and required documentation. Professionals not currently in the network may apply to be added as qualified providers.
AMP Up is a ratepayer-funded program that replaces the Affordable Multifamily Energy Efficiency Program in upstate New York. The AMEEP program will continue to serve buildings in the Con Edison service area. Funding for both programs is supported through the state’s 2025 Energy Efficiency and Building Electrification Order and is intended to support statewide initiatives through 2030.
