White House advances digital permitting strategy through industry collaboration

A special White House council is planning a collaborative event for public and private partners as the federal government evaluates options to modernize, streamline and improve federal permitting processes. 

The Council on Environmental Quality (CEQ) is hosting the Permitting Innovators Expo in Arlington, Virginia on July 31, open to federal agencies, policymakers, and industry leaders who are interested in using technology to innovate and expedite environmental review and permitting processes for government-funded projects.  

The event will give attendees the opportunity to see solutions and strategies side by side, as private sector organizations demonstrate their innovative solutions for improving a phase of an infrastructure project that can potentially slow its development or bring a project to a halt. With a mixture of plenary and breakout sessions, public and private sector leaders will share best practices. 

The expo builds on programs launched through an April 25, 2025, presidential memorandum titled “Updating Permitting Technology for the 21st Century,” which called for moving from paper-based to digital application processes, creating the Permitting Innovation Center (PIC) to develop and test software systems and improving interagency coordination. 

After coordinating with private companies, PIC assembled about 50 experts who will deliver presentations at the expo. Following the event, PIC will develop a Permitting Solutions Catalog featuring the modernization methods and technologies shared by participants.
