California transit order aims to streamline transit projects, cut emissions

In a move to expand passenger rail and bus use in California, Gov. Gavin Newsom has signed an executive order (EO) directing state agencies to streamline public transportation projects and reduce emissions. 

One of the tenets of the EO is speeding up public transit projects, first instructing the California State Transportation Agency (CalSTA) and Caltrans to simplify permitting for priority public transit projects and creating a dashboard that local agencies can use to access grant information. 

The EO also prioritizes the passenger experience, calling for a greater focus on lower-emission transit options. It directs agencies to address gaps in transit service to improve access throughout the state. 

The order also builds on the California Integrated Travel Project by expanding the use of contactless payments and efforts to unify tracking of departure and arrival times to improve coordination across bus and rail transit systems. 

The executive order does not announce new funding but outlines steps state agencies are expected to take as California works to modernize its transit network.
