Baltimore seeks developer for mall conversion to mixed-use hub

Baltimore County, Maryland, is searching for a developer to transform a flagging retail center into a vibrant mixed-use community. While $30 million has already been allocated to the project, construction isn’t expected to begin until at least late 2026. Responses are due by Dec. 22. 

The Reimagine Security Square project will convert 69-acres currently occupied by a mall into a walkable community with opportunities for future investments in transit options. The county is in-process for acquiring the property, owning 39 of the 88 acres available on the existing site. A private company collaborating with the county owns the remaining 30 acres needed for the project. 

The project site is in an ideal location to support a mixed-use community, with ample access to existing roadways, buses and a potential future light rail that would provide a direct connection to downtown Baltimore. 

Full buildout will turn the underutilized mall space into a hub for residential, commercial, civic and industrial development alongside plans to expand open spaces and recreational opportunities. 

While designs for the development will be subject to change leading up to construction, the county will incorporate feedback from the local community to inform the decision-making process. 

Among these features, the county will consider seamlessly integrating green and open spaces into the community’s layout with an emphasis on active and passive spaces. These areas would serve as centralized locations for community events, activities and mixed-use purposes.
