New York State is seeking to expand its register of quantum technology hubs with a $60 million program to support commercialization of regional quantum startups. Applications are due Oct. 14.
The state plans to establish up to four Regional Quantum Technology Commercialization Hubs as part of its most recent Request for Proposals (RFP). The Empire State Development’s Division of Science, Technology and Innovation (NYSTAR) will oversee the hubs, building on the state’s previous investments quantum technologies and science.
The quantum research and technology sector gained significant traction at the state and federal levels. In 2025, New York allocated $300 million to establish a Quantum Research and Innovation Hub at the State University of New York (SUNY) at Stony Brook. At the federal level earlier this year, the White House issued an executive order directing federal agencies to update the National Quantum Strategy and develop the first ever quantum supercomputer in its bid to usher in a new age of quantum development and innovation.
New York will use the RFP to continue its climb to the peak of the quantum technology sector. Applicants that may apply for the program include 501(c)(3) nonprofit organizations – such as academic and research institutions – and consortia comprised of two or more eligible entities. Awarded funding may be used for the following expenses:
- Construction, renovation or leasehold improvements.
- Machinery and/or equipment.
- Demolition and environmental remediation.
- Furniture and fixtures.
- Soft costs of up to 25% of costs related to the eligible capital expenditures.
- Other eligible costs and expenditures.
The program will facilitate the creation of four hubs, providing roughly $15 million each. This funding will help jumpstart construction or modification of facilities needed for quantum research and science.
Each hub will serve as a regional lynchpin for accelerating the commercialization and adoption of quantum technologies. The state will require them to undertake six key responsibilities, including:
- Establishing and operating a physical hub.
- Advancing commercialization of quantum technologies for real-world applications.
- Incubating and accelerating quantum-related startups through mentorship programs and access to local quantum networks and quantum-computing resources.
- Engaging industry and driving technology adoption through relevant industry partnerships and public-private collaborative projects.
- Coordinating across the state’s Quantum Hub Network to advance these objectives and aid with federal solicitations.
- Conducting reporting and measuring performance.
