After a 26-year stint with Dallas, Chief Financial Officer Jack Ireland has announced his retirement on Jan. 5.
Ireland’s career spans 36 years in total, with nine dedicated to serving as CFO. Prior to his appointment to the role, he served as director of budget and management services for 12 years and director of equipment and building services for five years.
Ireland’s intent to depart from the role comes soon after the city finalized its record-breaking $5.7 billion budget, highlighting one of his last major civic achievements. He is accredited with growing the General Fund Reserve balance from a mere $59 million in Fiscal Year 2010 to $343 million for Fiscal Year 2027.
In addition to his work developing the city’s reserves, Ireland led the charge for providing major property tax relief over the past decade. His efforts culminated in a near 10-cent property tax rate reduction between FY 2016 and FY 2027. Ireland also facilitated a 173 percent increase in the over-65 property tax reduction.
“Jack’s retirement leaves a foundation of acute fiscal stewardship and unwavering professionalism in financial transparency,” City Manager Kimberly Bizor Tolbert wrote in a memo announcing Ireland’s decision to the mayor and City Council. She will collaborate with Ireland to develop a transition plan for Dallas’ Fiscally Sound portfolio over the next 90 days.
Currently, city officials have not announced the next steps for filling Ireland’s shoes as CFO. His successor will assume all core responsibilities, including fulfilling obligations to ensure the city’s police force complies with the Proposition U city charter amendment. The amendment requires Dallas to secure a minimum staffing goal of 4,000 officers and direct 50 percent of excess yearly revenue to public safety.
