The Connecticut Department of Transportation (CTDOT) has published its 30-year roadmap detailing the agency’s goals, policies and investments in the future of the state’s transportation system.
The Connecticut 2055 Long-Range Transportation Plan outlines CTDOT’s strategic vision for elevating its operations over the next three decades. These priorities will guide the state’s capital implementation efforts, building off dozens of strategic plans establishing the framework for transportation innovation and development.
Using these other plans as a reference point, the transportation plan provides the guidance needed to help CTDOT identify priorities, initiate recommendations for implementation, make investment decisions and support the development of modal strategies for roadways, public transportation, active transportation and freight.
CTDOT identified five core strategies needed to achieve its long-term goals. These include:
- Safety for all users.
- Connected communities.
- Innovative future.
- Resilient and sustainable infrastructure.
- Vibrant economy.
Safety remains the top priority for the agency as it continues to tamp down on reckless behavior and fatal incidents. The state has already made significant progress toward reducing fatalities and serious injuries along roadways to zero, expanding dedicated safety technology infrastructure and dropping traffic fatalities by 12 percent between 2024 and 2025. CTDOT will continue advancing plans and policies aimed at eliminating dangerous collisions and reducing the number and severity of crashes and safety incidents.
The agency will also invest in proven, state-of-the-art transportation safety technologies while prioritizing infrastructure designed to improve safety for motorized and non-motorized users. Plans include introducing measures to meet key safety performance targets, prioritizing safety improvements at work zone locations, supporting education and enforcement efforts and improving emergency preparedness.
Connecting communities occupies a similar level of importance within the transportation plan as CTDOT emphasizes efforts to close gaps in its multimodal transportation network. The plan highlights efforts to increase public transportation frequency, expand coverage and improve reliability for better multimodal transit options. The state will also invest in connectivity solutions spanning critical amenities and cultural hubs.
Other connectivity goals will include integrated land-use and transportation planning to improve access to economic opportunities while supporting multimodal transportation options. In addition to enhancing first- and last-mile connections, CTDOT will work with municipal and regional authorities to support complete streets, leverage community impact assessments and offer comprehensive and representative public engagement while implementing capital projects and planning.
Resilient and sustainable infrastructure is CTDOT’s ongoing backbone for transportation planning, making up a core component of its capital investment plans. To inform its efforts, CTDOT will incorporate resilience and sustainability metrics in project planning and asset management systems. The state will also identify and prioritize investments designed to mitigate vulnerability to natural hazards, flooding and extreme weather while modernizing systems to reduce emissions.
CTDOT will continue to coordinate both internally and with other state agencies and utilities on infrastructure hardening, relocation, adaptation efforts, emergency preparedness, emergency declarations and recovery activities. Other efforts will prioritize measures to protect public health and quality of life by improving air quality, protecting environmental resources and mitigating stormwater. Finally, CTDOT will maintain and preserve the existing multimodal transportation system in a state of good repair.
As the agency continues to invest in innovation, CTDOT will adopt emergency technologies designed for niche solutions across a spectrum of use cases and needs. Plans include deploying and expanding smart transportation technologies revolving around improving safety, efficiency and the user experience. The agency will also develop tools designed to improve the efficiency of system management and operations.
In its ongoing bid to support vulnerable populations, the state will integrate emerging mobility services geared to support accessibility for underserved and overburdened communities. Supplementary initiatives will prioritize piloting and deploying connected and automated vehicle technologies aligning with state policy and safety frameworks. In addition, CTDOT will utilize solutions that improve freight movement and logistics while modernizing data systems to support performance-based decision-making and real-time traveler information.
All initiatives and strategies will ultimately contribute to CTDOT’s overarching goal to enrich state, regional and local economies. These will ultimately start with maintaining and modernizing key freight corridors, ports, rail lines and intermodal facilities. The state will also support economic development initiatives through coordinated investments in infrastructure and mobility while reducing congestion and enhancing travel time reliability on critical commuter and freight corridors.
By improving access to reliable, convenient transportation options, CTDOT is investing in ensuring the state workforce can access major employment centers and amenities. In addition, improving multimodal connections will help enhance tourism and regional travel options statewide. CTDOT will work alongside private industry and regional economic development entities to achieve these goals, aligning infrastructure investments with growth opportunities.
