Utah’s Alan Fuller to lead national state CIO association

October 16, 2026

The National Association of State Chief Information Officers (NASCIO) has announced its slate of executive leadership for the coming year, with Utah CIO Alan Fuller rising to lead as its newest president.

Fuller has served as the state of Utah’s CIO since 2021 after more than three decades in the private sector. He held several executive leadership positions across multiple companies, including senior director of business intelligence, director of product management, director of IT applications and analytics and director of government affairs. Fuller previously served as NASCIO’s vice president and succeeds J.R. Sloan in the top role.

Katrina Flory will assume the vice president role from Fuller. Flory is the CIO and assistant director of the Department of Administrative Services (DAS) for the State of Ohio. Prior to her current roles, she spent roughly 10 years as deputy state CIO. She also worked at the Ohio Department of Taxation and Franklin County before transferring to DAS. Flory previously served as secretary and treasurer for the NASCIO board.

Georgia CIO Shawnzia Thomas has been named as the board’s next secretary-treasurer. In addition to her duties as state CIO, Thomas is also executive director of the Georgia Technology Authority (GTA). Past roles include assistant deputy commissioner of the Georgia Department of Human Services, executive director of the Georgia Commission on Equal Opportunity and director of the Georgia Secretary of State Corporations Division.

NASCIO has also welcomed a new member to its board: Illinois Secretary and CIO Brandon Ragle. Ragle has held various roles within government since 1993 after serving about a decade in the Illinois Army National Guard. His career began as a correctional officer with the Illinois Department of Corrections before moving to the Illinois Department of Insurance for 14 years. He served as a software engineer and information technology application manager during that time. In 2016, he officially joined the Illinois Department of Innovation & Technology (DoIT). Prior to his appointment as secretary and CIO, Ragle served as deputy secretary and deputy CIO, chief of enterprise applications and deputy chief of enterprise applications.

The other current sitting members of the executive committee include:

  • Jeff Clines, CIO, State of Wyoming.
  • Tim Galluzi, CIO, State of Nevada.
  • Bill Kehoe, CIO, State of Washington.
  • Corey Mock, CIO, State of North Dakota.
  • Craig Orgeron, CIO, State of Mississippi.
  • Jason Snyder, CIO, Commonwealth of Massachusetts.

NASCIO has two members sitting on its Corporate Leadership Council (CLC) bridging the divide between public and private interests in advisory, non-voting capacities. These include Jennifer Ricker and Stephanie Weber.
