Leadership Appointments: Oct. 1 – 7, 2026

Pennsylvania – Mat Davis takes over as Chief of Pittsburgh’s Bureau of Fire. His firefighting career began in 2014 at the Dormont, Pa., Fire Department, where he eventually became chief. Davis joined the City of Pittsburgh as the Assistant Chief of Community Risk Reduction in 2023. He had been serving as interim fire chief since June, taking over for Darryl Jones.

Texas – Megan Mainer will become Brenham’s city manager following a unanimous vote by city council members. She has been serving as interim city manager since April, following Carolyn Miller’s retirement. Mainer was hired as assistant city manager in 2025 and has nearly two decades of municipal government experience across the state, having worked for the cities of Angleton, Huntsville, La Porte and Lake Jackson.

Florida – Sammy Anderson has been promoted to chief of the Groveland Police Department. Currently a special operations lieutenant, Anderson has 23 years of law enforcement experience, including 15 years on Groveland’s police force. Prior to the hiring, Fire Chief Kevin Carroll had been overseeing the police and fire departments on an interim basis. Carroll has since been named permanent public safety director for the city.

California – Ernie Reyna has been hired to serve as Hemet’s next city manager. He takes over for Mark Prestwich, who retired earlier this year. The city hired a firm to conduct a nationwide search, and Reyna was selected from more than 30 applicants. City council approved an employment agreement with Reyna for an initial five-year term. He is expected to start work Nov. 2.

South Carolina – Frederick Chambers has been selected to serve as Myrtle Beach’s police chief. He was sworn in by Chief Municipal Judge Glenn Ohanesian. Chambers has 26 years of law enforcement experience, and was most recently a deputy chief with the Fairfax County, Va., Police Department. He also served in the Marine Corps and as a uniformed police officer with the Secret Service.

Illinois – Christina Burns, currently the county administrator for Kendall County, is the new Elmhurst city manager. She starts Nov. 30, taking over for the recently retired Jim Grabowski. Council members interviewed eight candidates before selecting Burns.

Oklahoma – Mike Bailey has resigned as Bartlesville city manager after 21 years with the city. The Bartlesville City Council voted to have Assistant City Manager Laura Sanders serve as interim city manager while an internal search is conducted for someone to permanently fill the role.

Kansas – Dennis Rubin is retiring after three and a half years as fire chief for Kansas City. He took over the job in 2023, and has spent 35 years as a firefighter. In announcing Rubin’s retirement, the fire department touted improvements to its fleet and community paramedic program during his time in charge. His final day will be Oct. 31.
