California – Hue Quach has been selected as assistant city manager for the City of Chino Hills. Quach brings more than 30 years of experience in municipal finance and executive leadership and most recently served as interim finance director for the city of Sierra Madre. In his new role, he will oversee code enforcement, human resources, information technology and solid waste divisions, along with risk management and key service contracts for the city.
North Dakota – Mary Senger has been appointed as the first county administrator for Burleigh County, effective April 12. Senger has served as the county’s emergency manager for 35 years and will act as a liaison between the commission and county staff while overseeing day-to-day operations and coordination of county functions.
North Carolina – Jonathan Rorie has been appointed as city manager for the city of Washington, with a contract set to run through April 12, 2028. Rorie brings more than 37 years of experience in public administration and previously served as city manager in Camden, South Carolina, and Peachtree City, Georgia. In his new role, he will oversee city operations and administration.
Arizona – Jennifer Stein has been promoted to assistant city manager for the City of Avondale. Stein joined the city in 2024 as economic development director and brings more than 25 years of experience in communications, marketing and strategic planning. In her new role, she will help lead strategic initiatives and oversee key operational areas supporting the city’s growth and development.
Oregon – Alissa Mahar has been named chief financial officer for the Port of Portland. Mahar most recently served as chief financial officer and vice president for business and finance at Seattle Pacific University. In her new role, she will oversee finance and information technology functions, supporting capital planning, financial strategy and operational oversight for the port.
Pennsylvania – Dr. Jeffery L. Osgood Jr. has been appointed president of Commonwealth University of Pennsylvania, effective April 17, 2026. Dr. Osgood previously served as interim president since August 2025 and brings experience as executive vice president and provost at West Chester University. In his new role, he will lead the university’s academic and administrative operations across its campuses.
Georgia – Stephen Walker has been named city manager for the City of Cave Spring. Walker previously served as assistant elections director for Polk County since August 2022. In his new role, he will oversee day-to-day municipal operations for the city.
North Carolina – Nate Denny has been sworn in as secretary and state chief information officer for the North Carolina Department of Information Technology. In this role, he will lead statewide efforts in cybersecurity, broadband expansion, IT procurement and emerging technology initiatives.
