EDA accelerates U.S. tech competitiveness under $220M NOFO

The Economic Development Administration has posted a Notice of Funding Opportunity (NOFO) for the fiscal year 2025 Regional Technology and Innovation Hub Program for top tech hubs around the nation.

The $220 million will be used to strengthen U.S. economic competitiveness and national security through regional investments aimed at creating globally competitive technology industries within 10 years. 

Twelve of the groups received funding in 2024. A Phase 2 would have awarded six more hubs for funding, but that was rescinded by the department in May 2025. While there has not been a formal announcement, some of the likely well-known tech hubs in the running for the new Phase 2 could include American Aerospace Materials Manufacturing Tech Hub, Birmingham Biotechnology Hub, GLOE (Gulf Louisiana Offshore Energy) Tech Hub and Intermountain-West Nuclear Energy Corridor Hub. 

Stage I applications are due Nov. 7, 2025. Stage II applications are due Feb. 18, 2026.  

The potential awardees target commercialization, manufacturing and deployment of future-focused technologies at-scale. Funding will support construction and non-construction activities, such as workforce development, business and entrepreneurship growth, technology development, infrastructure and governance.  

Each of the 19 hubs in the competition are consortia that include at least one each of the following: an institution of higher learning, a government entity, industry group or private firm, an economic development organization or a workforce training organization. These five sectors and supporting hubs are intended to create a strong coalition, rather than a partnership or collaboration.
