Leadership Appointments: August 14-20

Virginia – Holly Hartell has been appointed as the next chief information officer and director of the Department of Technology Services for Arlington County. Hartell has been with Arlington County since 2006 and most recently served as the assistant CIO for strategic initiatives.  

New York – Jennifer Almquist has been appointed as chief of staff for Stony Brook University. Almquist brings over 20 years of experience to the role and most recently served as chief of staff and liaison to the board of trustees at the University of Northern Colorado.  

Minnesota – Kristen Trebil-Halbersma has been appointed as the new county administrator for Cook County. Trebil-Halbersma brings a background of working in the judicial branch and steps into the role following the retirement of James Joerke.  

Arizona – Thomas Adkins has been appointed as the new deputy city manager for the city of Glendale. Adkins brings decades of experience in public policy to the role and in his new role Adkins will oversee the Intergovernmental Programs and Communications departments.  

California – Ariana Adame has been appointed as the new city manager for West Sacramento. Adame brings over 20 years of experience in local government to the role and most recently served as interim director of Public Works for the city.  

North Carolina – Michelle Attreed has been appointed as the new county manager for financial services for Mecklenburg County. Attreed brings 30 years of experience to the role and most recently served as acting deputy county executive for government operations, performance and innovation. 

Virginia – Sara Worley has been appointed to serve as the deputy county administrator for economic and community development for Goochland County. Worley began her career in the county in 2005, where she held various positions in the Community Development department. 

Minnesota – Marc Culver has been appointed as the new director of operations and maintenance for the city of Brooklyn Park. Culver previously served as city engineer since July 2024 and brings more than 20 years of public-sector experience to the role. 

Florida – Chad Maraj has been appointed as the new director of Public Works for the city of Coral Springs. Maraj brings over 10 years of experience in civil engineering, project management and public works operations to the role and has been with the city since 2018. 

Arizona – Briiana Velez has been appointed as director of the Street Transportation Department for the city of Phoenix. Velez has been with the city for more than 23 years and most recently served as Assistant Street Transportation director since 2018. 

Massachusetts – Kelly Sullivan Clark has been appointed as the new town manager for Truro. Clark previously served as the assistant town manager since 2016 and has been with Truro for 17 years.  

Colorado – Heather Balser has been named chief financial officer for the City of Lafayette. Balser brings more than 20 years of leadership experience to the role and most recently served as town manager for Kennebunk, Maine.
