Leadership Appointments: March 26-April 2, 2025

Indiana – Gov. Mike Braun has made two new leadership appointments to state agencies – Lyndsay Quist and Warren Lenard. Both of their first days were March 31.

  • Quist was appointed to the Indiana Department of Transportation (INDOT) as commissioner. She was most recently appointed deputy commissioner of capital program management in 2022. She has been with INDOT since 2013 in a variety of roles.
  • Lenard will lead the Indiana Office of Technology (IOT) as director. He has worked in numerous executive leadership positions across multiple private sector companies throughout his three decade-long career.

California – Vera Zakem has been sworn in as state chief technology innovation officer at the California Department of Technology. She most recently served at USAID as chief digital democracy and rights officer. Zakem brings more than 24 years of private and public sector experience to the role.

Florida – The Jacksonville Transportation Authority (JTA) has selected Andrew Rodgers as vice president – chief infrastructure officer. He is returning to the authority after three years, after spending more than 11 years with JTA from 2010 to 2021. He has been in the transportation industry since 2003, starting out with the Alabama Department of Transportation.

Minnesota – Aaron Call has been selected as chief information security officer (CISO) for the Metropolitan Airports Commission. Call brings 17 years of experience working in both the public and private IT sector. He previously served the state of Minnesota from 2014 to 2019, culminating in his position as CISO before departing for the private sector.

Virginia – David Althoff has been elected secretary of the National Association of State Energy Officials (NASEO). Althoff currently serves as director of the Energy Programs Office for the Pennsylvania Department of Environmental Protection. He has been a member of the NASEO board for eight years.

Montana – The city of Columbia Falls has welcomed Eric Hanks as its next city manager. He has spent the last 28 years serving in the US Navy, most recently as a transitioning naval officer. During that time, he served as the installation commanding officer at NAS Whidbey Island and executive assistant and chief of staff for the Office of the Chief of Naval Operations.

Virginia – Fairfax County has chosen Matt Harrison as CIO and director of the IT Department. Harrison most recently served as IT director for Stafford County. He brings more than two decades of IT experience to the position. His first day will be April 21, succeeding Gregory Scott.

North Carolina – I-Sah Hsieh has been chosen to be the North Carolina IT Department’s first ever AI governance and policy executive. Hsieh brings more than two decades of private-sector IT experience to the role. His first day was March 31.

Nevada – Dr. Stacy Klippenstein has been appointed as the 10th president of the College of Southern Nevada. Dr. Klippenstein was unanimously voted into the role. He brings more than two decades of higher education leadership experience, most recently as president of Mohave Community College. His first day will be July 1.

Utah – Robert Myers has been promoted to assistant city manager of St. George. He has been with the city since 2021, serving as interim administrative services director and budget and financial planning director. He began his public-sector career in 2009 as an operations intern for Denton County Transportation Authority in Texas. He would later work with the city of Grand Prairie for more than six years and as budget director for the city of North Richland Hills for more than four years.

North Carolina – The Western Piedmont Council of Governments (WPCOG) has chosen Alison Alexander as its next assistant executive director. She will replace Sherry Griffin in the role. She previously held roles as assistant county manager for Catawba County, deputy county administrator for Lancaster County, town manager for Laurel Park and assistant town manager for Waynesville. She brings almost 15 years of municipal government experience to the role.
