A project to build a new state-funded $450 million hospital annex at the State University of New York Upstate Medical is set to enter the design phase.
The design will feature a new, expanded emergency department and burn unit to serve the Central New York Region, replacing a 60-year-old emergency department.
Buffalo-based Cannon Design Architecture and Engineering, P.C. will lead the design work.
Funding for the project is included in the FY26 Enacted Budget, which was enacted earlier this year. The effort to replace the emergency room began in late 2024, when 10 legislators signed a letter to Gov. Kathy Hochul asking her to approve a $450 million capital investment requested by the SUNY Board of Trustees.
The new emergency department represents the largest capital funding allocation in SUNY Upstate Medical’s history.
The new center is being built to replace a center that state officials said was no longer able to meet Central New York’s needs.
According to the Central New York Legislative Delegation, Upstate Medical has the second longest wait time of all hospitals of its kind in New York State. More than 7,500 patients ended up walking away from the emergency department in 2023 without receiving medical care, according to hospital records.
