MARAD awards $774M in port infrastructure grants

The U.S. Maritime Administration has released nearly $800 million in fiscal 2025 port infrastructure grants, a major round of funding expected to generate substantial work for marine contractors, terminal builders, rail firms and heavy civil companies nationwide. 

The agency awarded about $774 million through 37 Port Infrastructure Development Program grants, with several large projects standing out.  

The funding comes through MARAD’s Port Infrastructure Development Program, which supports upgrades aimed at improving cargo flow, easing supply-chain bottlenecks and lowering shipping costs. Federal officials note the U.S. port system includes more than 300 facilities run by public agencies and private operators. 

Among the biggest awards, the Port of Savannah received $53 million for a lay berth and supply chain optimization project. Port of Skagway was awarded $38.6 million for industrial dock redevelopment, while Port of Beaumont secured $37.8 million for rail enhancements. Port Mackenzie received $34 million for a multimodal expansion project, and the Port of Whittier was awarded $20.4 million for operational efficiency upgrades tied to rail access.  

For contractors, the project list points to coming opportunities in berth construction, dock replacement, dredging support, cargo yard expansion, rail spurs, utility relocation, paving, stormwater systems, lighting, structural concrete and marine fendering systems. Many awards also include design, permitting and procurement phases before major work begins.  

The funding round also included smaller but significant awards for regional ports, including $11.25 million for intermodal improvements at Port of Gulfport and $11.2 million for dock restoration work in Richmond.  

Because these are fiscal 2025 awards announced in 2026, many recipients are now expected to move into final design, environmental review and bidding, with more contracting opportunities likely to follow.
