Los Angeles County plans $71 million effort to reconstruct roadways, replace bridges

Los Angeles County Public Works will spend $70.9 million on transportation projects, including reconstructing roads, improving non-motorized traveler safety and upgrading mobility amenities. All projects are currently in the design phase, with bidding for construction opening as early as spring 2025. 

The Old Road over Santa Clara River project will cost a total of $40 million to complete. The county’s plans for the corridor will help alleviate congestion, increase roadway capacity, improve safety and increase water passage volume. Construction is expected to begin in summer 2025. 

The project’s main component will be reconstructing and widening The Old Road, Rye Canyon Road and Sky View Lane to six lanes. As part of the reconstruction efforts, two bridges will be replaced, raising the road section high enough to ensure flood waters will be able to safely pass under it. Plans include reconfiguring The Old Road’s intersection, extending a nearby river trail and installing bike lanes, sidewalks, parkways, streetlights and raised medians. 

The county will spend $30.9 million to make improvements to the South Whittier Community Bikeway Access. The project will improve bike network connections, ensuring non-motorized travelers will be able to access the Norwalk and Santa Fe Metrolink Station. Construction is anticipated to begin in summer 2026. 

The bikeway access project will include pavement resurfacing, bike lane installation, bike routes, sidewalks and landscaping medians. The county will also replace streetlights, install wayfinding signage, build bulb-outs with ramps and reconstruct curbs and gutters. The vision calls for removing and planting trees and upgrading traffic signals with pedestrian push buttons that incorporate audio and vibration devices.
