Trump executive order freezes federal infrastructure funding

January 22, 2025

President Donald Trump has issued an executive order requiring federal agencies to halt funding for two major laws passed during the Biden administration: the Inflation Reduction Act (2022) and the Infrastructure Investment and Jobs Act (2021).

The order mandates that “all agencies shall immediately pause the disbursement of funds appropriated” under these laws. Specifically, it targets funding for electric vehicle (EV) charging infrastructure, including the National Electric Vehicle Infrastructure (NEVI) Formula Program and the Charging and Fueling Infrastructure Discretionary Grant Program.

Titled “Unleashing American Energy,” the executive order establishes a 90-day review period, during which federal agencies are directed to assess their processes, policies and programs related to grants, loans, contracts and other financial disbursements. The goal is to ensure alignment with the new administration’s energy policies.

This pause could impact billions of dollars allocated to infrastructure, transportation and energy projects across the U.S., including some already underway, according to Politico
