PEOPLE ON THE MOVE

Wyoming – The Casper City Council appointed Ray Pacheco as mayor. Pacheco, who succeeds Bruce Knell, previously served as mayor in 2018 and 2022.  

California – Dr. Robert Verdi was appointed as the Moreno Valley Unified School District’s interim superintendent of school on Sept. 19. Verdi has 18 years of education experience, previously serving as Moreno Valley Unified School District’s assistant superintendent and chief human resources officer.  

Pennsylvania – Dr. David Christopher is leaving his position as superintendent of Cumberland Valley School District for the same position at the West Chester Area School District. He will begin his tenure at West Chester in December. He will replace interim superintendent Kalia Reynolds.  

Florida – Cape Coral has named Michael Ilczyszyn as city manager. Ilczyszyn previously was the city’s public works director. He has been serving as interim city manager since February.  

North Carolina – City Manager Mike Legg of Kannapolis has promoted Tina Cline and Heather James to new positions.  

Cline is being promoted to assistant city manager. Cline has served the city of Kannapolis since 1995. She previously served as the city’s director of human resources and risk manager. She also worked in Cabarrus County’s Human Resources Department prior to working in the city of Kannapolis.  

James is being promoted to director of human resources. She previously served as the assistant human resources director. She brings more than 13 years of local government experience to the role. 

Virginia – Chadwick Dotson will be the 10th director of the Virginia Department of Corrections. Appointed by Gov. Glenn Youngkin, Dotson previously served as chief judge of the 30th Judicial Circuit.  

Ohio – The Ohio Mid-Eastern Governments Association has chosen Vicki King-Maple as its next executive director. King-Maple previously was vice president for economic development and workforce solutions at Central Ohio Technical College. She will begin her role on Nov. 1, succeeding Executive Director Jeannette M. Wierzbicki.  

Pennsylvania – Former Temple University president and current chancellor Dr. Richard Englert will take over as the university’s temporary president. Englert served as Temple University’s president from 2016 to 2021. He succeeds Acting President JoAnne Epps, who passed away on Sept. 19.  

Vermont – David Bergh will be Vermont State University’s latest president. Bergh brings 20 years of experience in the Vermont State Colleges System, recently serving as president at Cazenovia College. He is succeeding Parwinder Grewal.  

Minnesota – Oak Park Heights has chosen Jacob Rife as its next city administrator. Rife previously worked for 15 years in the village of Cary, where he most recently was village administrator. Rife will succeed former administrator Eric Johnson on Oct. 2.  

Georgia – The Metropolitan Atlanta Rapid Transit Authority (MARTA) has appointed Collie Greenwood as its general manager and CEO. Greenwood has been MARTA’s interim general manager and CEO since January 2022.
