Minnesota – The city of Bloomington has hired Elizabeth Tolzmann as assistant city manager – internal services. She previously served as Bloomington’s assistant city manager from 2015 to 2017. She most recently worked with Ramsey County as director of policy and planning and later as chief of staff to the county manager.
