The Bay City City Council in Texas has approved a Chapter 380 agreement with the Bay City Community Development Corporation to secure funding for the development and construction of an aquatic facility in Matagorda.
Announced earlier this month, the agreement outlines funding for the new facility. The project is expected to cost about $15 million, and the non-profit YMCA will manage day-to-day operations, according to city officials.
Under the agreement, authorized through Texas’ Chapter 380 economic development program, the city will convey about 5.5 acres for the project and provide $3 million in funding through tiered annual payments over 10 years. Payments will total $400,000 annually for the first three years, $300,000 annually for the next four years and $200,000 annually for the final three years. The first payment is scheduled for Dec. 1, 2027.
The new facility will replace an aging outdoor pool with a year-round indoor aquatic center featuring aqua therapy areas, exercise classes, first responder training space and competitive swimming amenities. Outdoor attractions are expected to include a splash pad, slides and a lazy river. With approval of the 380 agreement, site preparation and groundbreaking could begin later this year.
