Bastrop County plans jail expansion, facility upgrades in $219M initiative

Officials in Bastrop County, Texas, have adopted a $219 million Capital Improvement Plan (CIP), investing in critical infrastructure, IT upgrades, county road and bridge improvements and building projects. 

The plan breaks the county’s prospects down into immediate, short- and long-term goals, funneling capital into growth initiatives to keep pace with population increases between 2026 and 2031. The county will issue Certificates of Obligations to fund priority capital needs. Projects featured in the plan are split across three categories: 

  • Building Projects – $201 million. 
  • County Roads and Bridges – $12 million. 
  • Information Technology – $6 million. 

Building projects account for 92% of the entire CIP, covering planning, design and construction costs for public safety, justice and other public service structures. The largest project featured in the plan – totaling $140.5 million for design and construction – is the new Judicial Complex for Bastrop County. The facility will meet the needs of the county and its courts, including ample space for offices and amenities to match future needs as the population continues to grow. 

The county will put another $45 million toward expanding the jail. The project will add roughly 300 additional beds, expand the medical and kitchen areas and double the size of the jail’s current capacity. Bastrop County will spend another $10 million to build the Cedar Creek Annex and $5.5 million to build an animal shelter facility. 

The county roads and bridges section of the CIP splits its $12 million budget evenly across four projects, focusing on improving the county’s transportation infrastructure network. The projects equally cover Precincts 1, 2, 3 and 4, prioritizing improvements to ensure a safe, efficient transportation system for travel and movement of goods. 

The remaining $6 million allotted to IT projects will include spending: 

  • $3 million to build a radio tower in the western part of Bastrop County, upgrading its radio system. 
  • $1.5 million to upgrade radios for the Sheriff’s Office. 
  • $1 million to upgrade 30 core routers and switches across the county. 
  • $500,000 to install ice shields that will reinforce radio towers during cold weather events.
