The Minnesota Public Facilities Authority (MPFA) is making available approximately $198 million in loans and grants for wastewater and drinking water infrastructure projects in 15 cities throughout the state.
The MPFA provides funding to local governments to build infrastructure for clean water, drinking water and transportation infrastructure projects.
Funding for these projects primarily comes from the MPFA’s Clean Water Revolving Fund (CWRF) and the Drinking Water Revolving Fund (DWRF). Projects can also receive funding from MPFA’s Point Source Implementation Grant program, Water Infrastructure Fund and Small Community Wastewater Treatment Program.
Among the awardees, a selection of some of largest awards include:
- $51 million to the Alexandria Lake Area Sanitary District (ALASD) to install a new equalization basin and membrane bioreactors, replace the preliminary treatment and the disinfection system and upgrade the solid treatment process. ALASD treats wastewater from Alexandria, Minn. and surrounding areas.
- $49.6 million for the Western Lake Superior Sanitary District in Duluth, in support of four projects that include a bypassing flow from the Knowlton Creek force main, a Lakeside neighborhood concrete interceptor pipe rehabilitation, removal and replacement of four 160-foot final clarifiers at the wastewater treatment plant, and completion of the Carlton Pump Station change order.
- $44 million to the Metropolitan Council for cash flow financing for various capital improvement projects in the seven-county Minneapolis-St. Paul twin cities area. Projects included in the council’s 2025–2030 Capital Program include the Empire Wastewater Treatment Plant (WWTP) solids improvements, ongoing rehabilitation and improvements for lift stations in the Orono and Fridley areas, interceptors in the northwest and northeast areas, and sewer pipes throughout the region.
