Spokane is adjusting its $1.2 billion six-year Capital Improvement Program (2025–2030) by incorporating an additional $32 million for street projects this year. The comprehensive plan covers various infrastructure sectors, including water, wastewater, streets and other capital initiatives. The Spokane Planning Commission evaluates and recommends new projects annually based on emerging needs. The 15 street projects added this year prioritize safety, multimodal transportation and improved accessibility.
The need for enhanced road safety has become more pressing, as traffic-related fatalities in Spokane rose to 20 in 2024, up from 12 in 2023. In response, in addition to road enhancements, the city is implementing measures such as banning right turns on red lights at major downtown intersections.
Approximately half of the $32 million allocation is dedicated to expanding Spokane’s bike network and enhancing intersections along 37th Avenue. Other projects include reconstruction of a segment of Sprague Avenue, replacement of more than 30 pedestrian crosswalks, improvements to school crossings and installation of traffic lights.
Of the $32 million, about $12 million is sourced from grants, while the remaining funds will be covered through impact fees and long-range financing.
The Spokane City Council is expected to approve the updated projects by June 23. However, progress on urgent projects is already underway. For instance, the crosswalk replacement project is prioritized for completion by the end of 2025. Additionally, the Sprague Avenue project is divided into phases, with bidding currently open for the “Sprague & Alki/Broadway—Freya to Havana Grind and Overlay” segment. Bids are due by June 9, 2025.
