Louisiana awards $140M through industrial site development program

Louisiana lawmakers are kickstarting an initiative to prepare industrial sites for redevelopment and modernization. The state will invest $140 million to prepare more than a dozen sites statewide for future public and private investment and to attract major manufacturing and logistics projects. 

In this round of the Louisiana FastSites program, the state funding, administered through Louisiana Economic Development, will support 19 industrial FastSites in 16 parishes. Awards will help local partners extend utilities, complete environmental reviews and conduct engineering work so the properties are ready for development when manufacturers and other large employers begin scouting locations. 

Unlike many economic development programs, the FastSites initiative also operates as a revolving fund. When a company eventually buys or leases one of the prepared sites, the state expects to recover its investment and reinvest the money in additional locations.  

The selected locations are spread across multiple regions of the state, including north Louisiana, the Mississippi River industrial corridor and south Louisiana manufacturing hubs. Officials say the geographic mix is intended to give the state a wider range of options when companies begin evaluating potential locations. 

Funding will generally support early-stage site development such as clearing land, extending utilities, improving road or rail access, and completing environmental remediation work. The improvements are intended to shorten the timeline between a company’s site search and the start of construction. 

FastSites is a competitive funding process based on factors like market potential, gaps in existing infrastructure, realistic timelines for completion and a credible plan for paying back the funding as the project progresses. State legislators say the strict adherence to a financial timeline is an approach that helps keep the program financially viable and responsible with public funds. 

This round’s recipients were chosen from among 50 applicants. One example is the Avondale Global Gateway in Jefferson Parish, where FastSites funding will help expand rail lines serving the cargo terminal.  

Another selected site is Lake Charles Regional Airport in Calcasieu Parish, an important transportation hub in southwest Louisiana that could support logistics, aviation or manufacturing-related development as site improvements move forward. 

Other selected locations include sites at ports, industrial parks and regional airports across the state, including the Port of Caddo-Bossier, England Airpark in Rapides Parish and the South Monroe Industrial Park in Ouachita Parish. 

Additional details, including site-specific funding amounts and development agreements, are expected to be announced over the coming months as Louisiana Economic Development finalizes cooperative agreements with local partners. 

State officials say the first round of FastSites investments is intended to initiate a long-term assortment of fully prepped industrial properties across Louisiana. Additional rounds of funding are expected as the program expands, with recovered capital from site sales or leases reinvested to prepare future locations.
