The Connecticut Department of Transportation (CTDOT) will spend $160 million to complete Phase 3B of the Hartford Line Rail Program along Windsor Locks and Windsor. Currently in the design and planning phase, construction is slated to begin in mid-to-late 2026.
The core purpose of this project will be to build a double track from Windsor Locks to Windsor. These enhancements will improve safety and capacity along the Amtrak Hartford Line. Once completed, Phase 3B will feature six miles of double track, two public and two private grade crossings, six interlockings, signal upgrades and fiber optic cable installation.
In addition to construction, the city anticipates extensive right-of-way impacts within the project area. These will include partial takes, permanent easements and total takes to ensure the project has the space needed for completion.
This phase of the project is part of the holistic Hartford Line Rail Program – an effort to improve, modernize and expand passenger rail service along a 62-mile corridor between New Haven, Connecticut, and Springfield, Massachusetts. The project has been divided into 4 phases, with the majority of the work already completed.
To date, CTDOT has built new stations, upgraded existing stations, installed modern signal systems, upgraded grade crossings and repaired, rehabilitated or replaced bridges and culverts as needed. The department has announced that it will hold a public information meeting on Jan. 28, 2026, to provide more information and answer questions on the project.
