The City of Honolulu is looking for a partner to convert an old warehouse into transit-oriented affordable housing. The city recently issued a Request for Qualifications (RFQ) for a development firm to help redevelop the Iwilei Industrial Center in downtown Honolulu, which it acquired in January 2024 for $51.5 million.
The RFQ submission deadline is April 30. Written requests for clarifications should be submitted no later than March 28.
The goal is to create a walkable community connected to public transit, Mayor Rick Blangiardi said.
The selected developer will oversee master planning, environmental clearance, architectural design, entitlement, financing, construction, lease-up and operations.
In return, the developer will receive a development contract and a 75-year ground lease. Interested developers must demonstrate experience in mixed-use urban redevelopment, financial capability and a commitment to community engagement, the city said.
“This transformative project is a pivotal step in reimagining Iwilei as a thoughtfully designed, transit-oriented neighborhood that puts affordability, sustainability and quality of life at the forefront,” Blangiardi said.
The project’s goals include:
- Delivering hundreds of housing units to expand housing options for O’ahu residents.
- Developing a vibrant, mixed-use, walkable community with seamless integration of affordable housing and transit access.
- Stimulating economic development by introducing commercial, recreational and retail opportunities.
