WVDOT finalizes $87.5M deal to replace closed bridge

May 22, 2025

The West Virginia Department of Transportation (WVDOT) has finalized an agreement with the U.S. Department of Transportation (USDOT) to fund the replacement of a bridge that has been closed since 2023.

WVDOT announced in 2024 it had been selected to receive an $87.5 million federal grant to help pay for a new Market Street Bridge in Steubenville.

The bridge was closed indefinitely in December 2023 following a routine inspection, prompted by continued deterioration of some of the 119-year-old bridge’s cable anchorages.

The state has agreed to commit matching funds from other federal and non-federal cash resources for the project.

Matching funds will include $52.5 million from West Virginia’s allotment of federal transportation funds and $35 million of its own funding to match the $87.5 million award from USDOT’s Large Bridge Investment Program, the state said.

Development and construction of a new bridge would take between 8 to 12 years to complete, according to the state’s application for federal funds.

HDR Inc. is serving as the engineer of record on the project.
