Schaumburg allocates $453M for future roadway, facility and infrastructure projects

The village of Schaumburg, Illinois, has adopted a $452.9 million five-year Capital Improvement Plan (CIP), targeting a slate of roadway, facility, water, sewer and other infrastructure improvement projects between Fiscal Years 2026 through 2031. Approximately $107.8 million of that will be dedicated to capital projects for FY 2026 through 2027. 

The document notes that, while the village will receive $75.1 million in grant funding to support these initiatives, the lion’s share of $377.8 million will be sourced from local revenue streams. The projects are broken into several improvement categories: 

  • Roadway – $153.4 million. 
  • Building – $137.9 million. 
  • Water/Sewer System – $70 million. 
  • Community – $64.1 million. 
  • Bikeway – $13.3 million. 
  • Sidewalk – $7 million. 
  • Airport – $2.9 million. 
  • Traffic Signal – $2.9 million. 
  • Parking Lot – $1.4 million. 
  • Street Lights – $136,000. 

The CIP’s included a series of spending priorities in the coming year. These targets divide the $107.8 million allocated for FY 2026 through 2027 into five categories, including plans to revitalize local streets, improve facilities, maintain and improve utility infrastructure, invest in the 90 North TIF District and leverage grant funds to reduce local costs. 

A selection of the projects receiving the most funding over the next five years include: 

The village will spend $100.2 million to build a Public Safety Facility. Covering approximately 121,000 square feet, the building will include secured parking for 138 staff, 70 indoor spaces and 100 visitor spaces. The new police station will replace the existing facility, enabling the village to grow without paying for increasingly costly renovations and repairs. 

Another $50 million will advance the Village Hall project. The building will replace the current structure, allocating roughly 80,000 square feet of building space. The Village Hall will include a basement, dedicated parking for staff and visitors and a south entrance designed to accommodate visitors from all walks of life and ability. 

The village will funnel $40 million into the street reconstruction and repair program. The investment will enable the village to reconstruct streets in exceedingly poor condition, repair local residential roadways and other projects outlined in the Pavement Management Plan. 

Plans include spending $40 million to build a 12-acrek public park in the heart of the 90 North District West development. With Stage 1 finished and Stage 2 underway, the funding will help advance Stage 3 and 4 of the projects. Stage 3 will include building the south gateway garden, central bosque seating and game area, east-west pathway and allée of trees, concessions booth and bathroom facilities. The final stage will target flexible parking areas near the bathrooms and concessions area. 

The CIP includes a $33.3 injection to realign the 90 North District Roadway along Thoreau Drive. The initiative will straighten the road’s curve to create two intersections. Plans include rel9ocating water and sewer facilities, building stormwater facilities, installing lighting, traffic signals, improving streetscapes and implementing bicycle and pedestrian accommodations.
