Riviera Beach seeks P3 for Marina Village waterfront redevelopment

The city of Riviera Beach, Florida, and the Riviera Beach Community Redevelopment Agency (CRA) are seeking developers for the Marina Village Redevelopment Phase II. The Request for Proposals is asking for developers to redevelop the area as a mixed-use project, featuring new luxury restaurants, entertainment options and hotel accommodations.

Responses for the proposed public-private partnership (P3) are due Nov. 17. The development will be done in an effort to attract new office and upscale retail tenants and increase parking to the downtown core. CRA plans to ground-lease the properties under development.

The 90-acre, waterfront site at 190 E. 13th Street is located in Riviera Beach — Florida’s eastern coast in Palm Beach County. It is accessible via major highways and Palm Beach International Airport, with a potential for future rail connectivity. The area thrives on its tourism and water-based commerce with numerous beaches, waterfront attractions, and marine industry, including the Port of Palm Beach as a major economic driver and place of international trade.

The Riviera Beach CRA was formed by the Riviera Beach City Council in 1984 to utilize taxpayer money to revamp distressed areas of Riviera Beach. The agency provides funding for a wide scope of projects that incentivize economic growth through business attraction and retention. It also finances new and improved infrastructure and works to expand the tax base. The CRA’s main mission is to guide the city’s redevelopment efforts through making investments of public funds in key infrastructure improvement projects that have the capacity to act as a catalyst for additional private funding and development.

The main goals and objectives for the redevelopment of the Marina District project are:

  • Reduce poverty in Riviera Beach through development within the CRA area.
  • Implement the city’s redevelopment plan where every individual is respected as a stakeholder.
  • Ensure that public waterfront is protected and enhanced by the project
  • Provide a tangible return to the city’s residents which will pay dividends for future generations.
  • Create a vibrant waterfront that is welcoming to both residents and visitors and strengthens our public spaces and community assets.
  • Give residents and local businesses in the community an opportunity to participate meaningfully in the redevelopment process.
  • Recognize the economic opportunities of the unique waterfront location of Riviera Beach’s Marina Village to create an engine of revitalization, attracting new investment, business and jobs.

Through this strategic vision, the CRA anticipates creating a destination that is welcoming to both residents and visitors. The redevelopment of Marina Village and infrastructure improvements along Broadway Corridor, will work as a regional gateway and crossroads for a premier destination, employment hub, and entertainment center.

Phase I of the Marina Village Redevelopment project is on-going. Thus far work has been done to complete a new event center as well as expand the marina on the Intracoastal Waterway to include water sports facilities and 140 boat slips.

Phase II of the project will consist of a series of development projects catered to the development of the downtown core. This includes waterfront restaurants, entertainment facilities, a hotel, two multi-family buildings and retail and office development. The office and retail space will also provide substantial parking spaces needed to accommodate the increased number of visitors to the area.

Infrastructure work along the Broadway Corridor will include a 20-story mixed-use building at 1300 Broadway/U.S. 1 with 418 market-rate apartments and 6,300 square feet of retail and office space. A second, eight-story building between Broadway and Avenue C, just south of East 12th Street will have a 149-unit workforce housing project.
