Pflugerville sells $80M in bonds to fund water system upgrades

The city of Pflugerville, Texas, will sell two bond packages totaling $80.1 million to the Texas Water Development Board (TWDB) to facilitate major water infrastructure improvement projects. 

Selling the bonds to the TWDB will ensure the city can secure significantly lower interest rates compared to those on the market. 

Of the approved packages, Pflugerville will sell $52.9 million in combination tax and surplus revenue certificates of obligation to build the Secondary Colorado River Raw Water Line. The project will expand the Colorado River Raw Water Pump Station capacity from 11 to 22 million gallons per day and install around 15 miles of raw water pipeline. 

The remaining $27.2 million in certificates of obligation will go toward expansion plans for the city’s water treatment plant and associated infrastructure upgrades. The fund will enable the city to complete the final phase of the expansion projects, including water lines, pumps, valves and mechanical, electrical and control systems upgrades. 

The city did not require voter approval for these projects after receiving no valid petition during the public notice period. The sale of the bond packages represents the final debt issuances needed to complete these projects.
