The U.S. Department of Commerce’s National Telecommunications and Information Administration (NTIA) is announcing a notice of funding opportunity (NOFO) to support the development and integration of Radio Access Network (RAN) technologies.
The software design NOFO represents the third round of the Public Wireless Supply Chain Innovation Fund, a $1.5 billion federal funding initiative seeking to bolster the nation’s competitiveness in technology and wireless markets. With up to $450 million made available in this round, the NTIA will pursue applicants developing software solutions that accelerate the adoption of open and interoperable wireless networks.

Ultimately, these RAN software solutions will enable wireless operators to integrate components from different suppliers and vendors to enhance competition and innovation in the nation’s mobile network architecture. The funding is designed to support projects that address two specific research focus areas (SFRA) – Open RAN Software for Industry Verticals and Multi-Vendor Integration Through Automation.
For SFRA1, Open RAN Software for Industry Verticals, the grants will support the creation of software solutions that utilize Open RAN technologies to deliver value to sectors such as utilities, mining, manufacturing and other industries that could benefit from enhanced wireless network capabilities.
SFRA2, Multi-Vendor Integration Through Automation, will focus on developing software solutions that simplify the integration of multi-vendor equipment by automating complex processes, reducing costs and improving operational capacity.
The NTIA will encourage U.S.-based companies, research institutions and organizations engaged in the development of software solutions for Open RAN to apply to this NOFO. Potential applicants must partner with other entities along the supply chain and/or RAN vendors to reinforce the NOFO’s collaborative approach.
Applications for NOFO funding are due on grants.gov by March 17. Award amounts will vary based on the scope and impact of the proposed projects, however, the NTIA anticipates delivering funding up to $50 million for SFRA1 projects and up to $18 million for SFRA2 projects.
Once announced, these round three selections will be required to complete project work between 18 and 36 months from the date of award.
This third round of funding will also build upon previous rounds, including $413 million awarded in round two and $273 million in the program’s first dispersal. While the third round will primarily focus on software design, round one projects prioritized establishing testing and evaluation facilities, while the second round supported the commercialization of Open RAN technologies.
