New York Gov. Kathy Hochul has announced two new Notice of Funding Opportunities (NOFO) worth a combined $43 million to support mental healthcare across the state.
The Office of Mental Health (OMH) will provide $23 million to establish or expand comprehensive psychiatric emergency programs (CPEPs) and the remaining $20 million to increase bed capacity at community-based and psychiatric hospitals.
The first $23 million NOFO – split between $20 million in dedicated capital funding and $3 million in start-up funding – will primarily target the children and youth demographics. Applications are due by March 24.
CPEPs provide crisis treatment in a safe environment, providing emergency care for individuals for short periods of time. Patients may be admitted for up to three days to receive psychiatric services for mental health disorders, medical conditions, substance abuse and/or intellectual and developmental disabilities.
Grants will help establish new CPEPs that support children or add capacity for youth in existing adult programs. Programs may also apply to:
- Increase the number of extended observation beds.
- Improve unit safety.
- Expand the footprint of treatment, waiting or group activity areas.
The remaining $20 million announced for a separate NOFO will help expand inpatient capacity at qualifying facilities. These projects will consist of buying real estate for construction, building new inpatient structures and rehabilitating existing infrastructure. Applications are due by March 11.
From that funding amount, the OMG will provide up to $7 million to support the construction of two facilities dedicated to providing inpatient mental health units for people with intellectual or developmental disabilities. The projects must build one unit to serve adults in New York City and one unit for children outside of New York City.
Another $5 million will help get two capital projects dedicated to expanding or renovating inpatient units off the ground. Existing licensed facilities may apply for support to add up to four new beds to an existing unit, renovate a unit to include outdoor space or increase the footprint of non-bedroom spaces.
