Michigan opens $75M grant program to expand student opportunities statewide

Michigan is investing $75 million in a new grant program to support in-person before-school, after-school and summer programs for K-12 students. About $73 million of that amount will be awarded through competitive grants to eligible Michigan organizations. 

The funds stem from Public Act 15 of 2025, section 32n, which gives the Michigan Department of Lifelong Education, Advancement and Potential the authority to administer grants via a competitive process. 

Existing legal and MiLEAP guidelines place emphasis on in-person enrichment and learning opportunities. Programs receiving awards are expected to prioritize low-income and high-need students and underserved areas. The goal is for recipients to advance academic skills such as literacy and STEM, promote college and career readiness, and support arts, physical fitness, mentoring and leadership development. The programs are also intended to foster social, emotional and community engagement in safe and supportive environments. 

Eligible applicants include tax-exempt community-based nonprofits, tribal nations, faith-based or religious organizations, public libraries, city or local government-sponsored programs, institutions of higher education and intermediate school districts. 

Applicants must comply with state licensing or exemption rules for school-age or camp programs and commit to serving at least 15 students for a minimum number of days during the school year or summer session. 

MiLEAP is hosting orientation and technical assistance webinars now. The request for proposals will open during the orientation period, and applicants will have 30 calendar days from that opening to submit proposals. Registration, intent-to-apply forms and updates will be available on the MiLEAP Out-of-School Time Grants webpage.
