Maryland’s Freight Rail Grant Program (FRGP) will accept applications until June 30, 2025. This state-funded, competitive program reimburses eligible costs for projects that strengthen freight rail infrastructure across the state.
Administered by the Maryland Department of Transportation’s Office of Rail and Intermodal Freight, the FRGP is open to railroads, local governments and businesses intending to preserve rail corridors, expand economic opportunities and invest in sustainable transportation solutions. The goal is to support a safer, more resilient freight network by leveraging Maryland’s existing infrastructure.
Applicants can apply through the Maryland OneStop portal for funding to support design or construction projects. Maintenance projects are not eligible. While there is no set minimum or maximum funding request, recipients must provide a 20% local match.
Maryland is following the lead of neighboring states in improving its 886 miles of active freight rail track. Pennsylvania and Virginia have similar programs, both of which also operate on a reimbursement basis and require recipients to front initial costs. Their programs are more established, with clearly defined match rates, funding limits and stronger emphasis on economic impact.
Maryland’s FRGP reflects growing regional momentum to invest in freight rail as a key component of a modern transportation network.
