In advance of the upcoming Summer Olympics 2028 in Los Angeles, Los Angeles has signed a directive to streamline approvals and oversight for major Los Angeles infrastructure projects.
Bass enacted Executive Directive 15 to expedite projects like LAX Airfield and Terminal modernization, port improvements, an approved convention center expansion and electrification and major utility upgrades, which are all critical to making sure the city is ready.
Directive 15 sets the maximum time for proprietary department matter reviews at 15 business days. It sets a threshold for oversight by the city administrative officer of $40 million for services, $100 million for construction and leases exceeding 40 years. Department heads will submit budgets each year with biannual accountability and improvement plans.
Any new policies within the proprietary departments will go through the mayor’s office first. It also urges the city council to align authority at the airport and harbor departments with Department of Water and Power’s contracting flexibility, so complex projects can move forward faster.
The goal is to deliver billions in anticipated infrastructure upgrades to airports, ports, utilities and convention centers on schedule and within budget. It updates a 20-year-old system so that investors and contractors can avoid red tape and complete the needed projects before the crowds arrive, according to city officials.
