The Elm Town Council includes six major projects in its 2023-2024 proposed budget. The $152 million budget furthers projects to expand emergency response resources, roadway enhancements, water infrastructure improvements and upgrades to community amenities.
Fire and police resources
New fire and police facilities are in the design phase, and their locations will reduce response times in the Spiritas Ranch development area by 2025. Funding comes from a $10 million certification of obligation issued in 2022. Further funding may come from other certificates of obligation or capital reserves.
Hill Lane
The project’s design phase to convert Hill Lane to a collector-level access roadway is almost 90% complete and construction is expected to start in early 2024. The project also includes installing an underground drainage system, landscaping and sidewalks. Funds for the $5.2 million budget come from the Denton County TRIP 2022 Bond Program.
King Road expansion
The King Road Improvement Project will expand the roadway into four lanes with a divider. Denton County will provide $4.5 million in funding and the city of Frisco will manage construction. The project is expected to be completed in late 2023.
North Little Elm Library project
A 24-hour library kiosk will be installed outside of Fire Station No. 3, giving residents access to reading materials at their convenience. The kiosk is estimated to cost $270,000.
Cottonwood Park
The Cottonwood Park Project is already underway with expectations of completion in late 2024 or early 2025. The city has set aside $8.6 million to build new trails, pavilions, parking, a playground, restrooms and other improvements.
Westside Water System
The Westside Water System Improvements Project seeks to improve water distribution efficiency and reliability. The design phase of the $10 million project will begin in mid-2024. Initial plans call for the project to add a new pump station, ground storage tank, hydropneumatic tank and disinfection equipment.
