West Virginia – Tyler Henry has been selected as the West Virginia Office of the Governor’s next director of external affairs. Prior to his new role, he served with the West Virgina chapter for a nonprofit since 2017 as the director of grassroots operations and later as its deputy state director.
New York – Kathy Moser has been appointed acting commissioner of the New York State Office of Parks, Recreation and Historic Preservation. Moser most recently served as chief conservation and policy officer for a New York-based land trust since 2020. She previously worked as the organization’s senior vice president of parks and policy.
Iowa – Mark Campbell has been appointed as the state’s director of the Iowa Department of Administrative Services. Campbell previously served as vice chair of the Iowa State Association of Counties Board of Directors and as chair of the Iowa Racing and Gaming Commission. He will officially assume his responsibilities Oct. 6, 2025, replacing interim Director Kraig Paulsen.
Georgia – Dr. Kendricks D. Hooker has been announced as the next president of Augusta Technical College. Dr. Hooker brings more than 20 years of higher education experience to the position, most recently serving as provost of Cabarrus College of Health Sciences in North Carolina. He has also been vice president of academic affairs at Southwest Tennessee Community College and held multiple leadership roles at Madison Area Technical College.
California – Marissa Sur has been promoted to assistant city manager for the city of Huntington Beach. Sur started with the city as director of human resources in April 2024. Before joining the city, she spent more than eight years with the city of Newport Beach as a human resources department assistant, administrative assistant, human resources specialist, human resources analyst and human resources manager.
Montana – Tim Burton has announced that he will retire on Dec. 31, 2025. Burton originally joined the city of Helena in 2022 as interim city manager before transitioning into a permanent role. It was his second time holding the role, previously serving as Helena’s city manager from 2000 to 2009.
Florida – David Stafford has been chosen as Pensacola’s next city administrator. Stafford brings more than three decades of government experience to the position. He previously served as supervisor of elections for Escambia County for more than 20 years and as an election security advisor for the Cybersecurity and Infrastructure Security Agency.
Virginia – Jane Christenson will take over as deputy city manager for Alexandria. She brings more than two decades of local government experience to the role, most recently as county executive officer and assistant county executive officer for Placer County, California.
