Leadership Appointments: July 24-30, 2025

Minnesota – Jennifer O’Rourke has been appointed Central regional director for the National Association of County Intergovernmental Relations Officials. O’Rourke currently serves as director of Government Relations for Ramsey County, and in this new role, O’Rourke will represent counties across the Midwest.

Mississippi – Stephanie Hedgepeth has been appointed as chief strategy officer for the Mississippi Department of Information Technology Services. Hedgepeth currently serves as chief administrative officer and has been with the department since 2022. 

New York – Jason Loughran has been appointed as the regional administrator for New York and New Jersey for the U.S. Department of Housing and Urban Development. Most recently, Loughran served as the senior advisor for Intergovernmental Affairs at the New York City Department of Veterans’ Services.

California – Sally Oerth has been appointed as the city and county of San Francisco’s Director of Real Estate. Oerth most recently served as the Assistant Vice Chancellor for Housing Services at the University of California, San Francisco and steps into the role following the retirement of Andrico Penick. 

Colorado – Timothy Tyran has been appointed as the director of safety and environmental compliance and chief safety officer for Denver Regional Transportation District. Tyran brings more than 35 years of experience in aviation and mass transportation to the role and joins the agency from Amtrak. 

New York – Pascal Mubenga has been appointed as the new superintendent of Buffalo Public Schools. Mubenga brings 25 years of experience in education to the role and most recently served as superintendent for Durham Public Schools in North Carolina.

California – Seimone Jurjis has been appointed as the next city manager for the city of Newport Beach. Jurjis currently serves as assistant city manager and steps into the role following the retirement of Grace Leung. 

Washington – Karl Otterstrom has been appointed as the next CEO for the Spokane Transit Authority. Otterstrom currently serves as the interim co-CEO and chief planning and development officer and brings nearly 20 years of experience to the role. 

New Jersey – Andrés Acebo has been appointed as the new president of New Jersey City University. Acebo has served as interim president since his original appointment in 2023 and led the university through the merger to integrate NJCU into Kean University. 

Washington – Harold Stewart has been appointed as the new city manager for the city of Pasco, effective October 1. Stewart brings 12 years of experience in city management to the role and currently serves as the city manager for the city of Minot in North Dakota. 

Florida – Tom Abbate has been selected as the new city manager for Titusville. Abbate previously served as the assistant city manager for more than 20 years and currently serves as the interim city manager. 

Oregon – Elyse Rosenberg has been named the next chief information officer for the city of Portland. Rosenberg has been with the city since January 2011 and most recently served as the deputy chief technology officer.
