Leadership Appointments: July 17-23, 2025

New Hampshire – Andrew Hosmer has been appointed as city manager for the city of Lebanon. He currently serves as the mayor of the city of Laconia and steps into the new role following the departure of Shaun Mulholland.

Virginia – Tom Wamsley has been named Virginia Tech’s next senior vice president for advancement. Wamsley currently serves as vice chancellor for advancement at the University of Illinois Chicago and senior vice president at the University of Illinois Foundation.

Arizona – Ken Cost has been appointed as assistant city manager for the city of Mesa. Cost previously served as police chief for the city and brings over 30 years of experience with the Mesa Police Department to the role. 

District of Columbia – DeRionne Pollard has been named the next president & CEO of the American Association of Community Colleges. Pollard currently serves as the president of Nevada State University and has also served as president of Montgomery College in Maryland and Las Positas College in California.

Tennessee – Phil Cook has begun his role as president of Lee University. Cook previously served as president and CEO of the North American Coalition for Christian Admissions Professionals and is a Lee University alumni. 

Washington – Amber Emery has been named the new city administrator for the city of North Bend. Emery brings over 10 years of experience to the role and currently serves as Deputy County Manager for Clark County.

Washington – Lata Punjabi has been appointed as the Seattle Information Technology Department’s new assistant chief technology officer for Business Solutions. Lata brings over 20 years of leadership in tech environments experience to the role and steps into the role following the departure of Ashley Cooper. 

Maryland – Joseph Edwards has been appointed as chief information officer for Washington Suburban Sanitary Commission Water. Edwards brings nearly 30 years of professional experience in delivering technology solutions and most recently served as the CIO for DC Water.

Florida – Parth Patel has been appointed as assistant budget director for the city of Fort Lauderdale. Patel brings over seven years of experience with the city to the role and graduated from the University of Florida with a master’s degree in public affairs.

North Carolina – Victor Isler has been appointed as the next Guilford County manager. Isler brings 17 years of experience in local government to the role and has served in leadership roles across Durham County and Forsyth County. 

Minnesota – Kumud Verma has been appointed as the chief budget officer for the city of Saint Paul. Verma brings more than 20 years of financial leadership experience to the role and most recently served as the finance director for the city of Richfield.

New York – Aissata Camara has been appointed as the next commissioner of the Mayor’s Office for International Affairs. Camara brings over 10 years of experience in leadership in the Mayor’s Office for International Affairs and currently serves as deputy commissioner for policy and strategic initiatives and chief of staff.
