Kyle maps ambitious water future with billions in projects

The city of Kyle has unveiled a Water Master Plan to guide the city over the next 50 years. The plan accounts for $6.6 billion in projects and is the city’s first comprehensive guideline, creating a framework for acquisition, management and maintenance related to water. 

STV Engineering helped to develop the plan, and the City Council unanimously voted in favor of it after a series of discussions in the face of increased demand. The Texas Water Development Board estimates Kyle’s demand will rise by more than 8,000 acre-feet from 2030 to 2080, mainly due to growth in population. Kyle’s population is also projected to increase to about 148,000 by 2080. A supply gap is projected by as early as 2050 without new resources. 

The plan outlines a Capital Improvement Plan (CIP), with a recommendation of $137.2 million in projects in the first 5 years. 

Some infrastructure initiatives are already underway—including construction of the Waterstone Pump Station. 

Major planned upgrades, including access to the Carrizo-Wilcox Aquifer, are intended to significantly boost drought-resistant supply by 2032. The city is planning key projects, including the construction of aquifer storage, potable reuse studies and participation in regional programs. 

The proposed water projects are expected to be funded through a combination of state and federal financial assistance programs, local utility investments and innovative financing mechanisms.
