This week’s profile is Jarvis Morgan, the Director of Public Works for the city of Shreveport, Louisiana.

My public career highlights and education: 

I currently serve as the Director of Public Works for the city of Shreveport, Louisiana, where I oversee key divisions including Streets & Drainage, Solid Waste, Traffic Engineering, Permits & Inspections, Engineering and Fleet Services. My career highlights include leading major infrastructure initiatives, addressing drainage challenges, advancing street and bridge rehabilitation and modernizing city operations to better serve residents.

I hold a degree in Business Administration and Project Management from the University of Phoenix, which has given me a strong foundation in leadership, planning and organizational management. In addition, I bring hands-on expertise in bridges, roads, and drainage systems—areas that directly shape the safety, mobility, and growth of our city.

What I like best about public service: 

The ability to improve the everyday lives of residents in real and visible ways. Whether it’s a safer bridge, a smoother road, or resolving a flooding issue in a neighborhood, I get to see how our work uplifts the community. It’s rewarding to serve knowing that what we do directly impacts families, businesses and the future of Shreveport.

The best advice I’ve ever received: 

“Leadership isn’t about being the loudest voice in the room; it’s about listening well enough to guide the right voices forward.” That advice has stuck with me because it reminds me that true leadership is rooted in listening, building trust, and pushing for collective solutions.

Something people should know about my division of government:

Public Works often goes unnoticed because we’re the ones working behind the scenes—but our division impacts almost everything. From the roads we drive on, to the drainage systems that keep neighborhoods from flooding, to the lighting that makes streets safer, Public Works touches daily life in ways many people don’t realize. We’re not only fixing problems; we’re building a foundation for the future of the city.

Current project or initiative I’m working on: 

Right now, I’m focused on advancing bond-funded infrastructure projects, improving sidewalk and ADA accessibility, and pushing forward street lighting projects in key areas. I’m also prioritizing efficiency by improving the permitting and inspection process, so residents and businesses can get approvals faster and with less frustration.

One thing people may not know about me: 

Outside of government service, I’m an entrepreneur, musician and creative thinker. I enjoy exploring new business ventures, performing as an R&B artist and DJ, and designing projects that bring people together. Whether it’s through music, nightlife concepts, or community events, I strive to combine creativity with leadership in everything I do.
