Design work begins on $75.1M Pasadena road project

The city council in Pasadena, California, has authorized a contract worth up to $4.8 million for design and engineering work on the Pasadena Avenue and St. John Avenue Roadway Network Project. Officials selected Kimley-Horn and Associates for the work, which will proceed in two phases. 

The first phase carries a $1.44 million design effort and is guaranteed under the contract. It will include conceptual development, preliminary engineering and environmental work. The optional second phase would provide an additional $2.97 million for final design, producing construction-ready plans and specifications. A contingency of $440,785 brings the total contract value to $4,848,630. 

The project spans approximately 1.8 miles between Walnut Street and Columbia Street and is funded through Measure R Mobility Improvement Project (MIP) allocations. The funds stem from a 2022 city request to reallocate dollars from the California Boulevard Grade Separation Project after officials determined that effort’s costs outweighed its benefits. 

According to the city’s Capital Improvement Program (CIP), $75.1 million has been earmarked for planning, design and construction. 

Planned improvements include upgrades to the pedestrian and bicycle network, improvements to narrow sidewalks and new traffic signals. Officials say the goal is to enhance corridor mobility while maintaining the existing travel lanes. The project is also intended to complement long-term planning underway through the 710 Reconnecting Communities Vision Plan. 

Officials first gathered community input on the corridor in 2022 during early planning efforts tied to the I-710 stub area. The new contract calls for fresh public outreach, including community events and meetings with local stakeholders, to further shape the project’s direction. 

Phase 1 work is expected to begin in January if the contract is finalized. Officials said the project will draw from the existing Pasadena Avenue and St. John Avenue Street Improvements capital account, with no impact to the General Fund. Once Phase 1 is complete, the city will decide whether to proceed to Phase 2.
