The city of El Paso, Texas, has approved a six-year, $316 million Capital Improvement Plan (CIP) targeting airfield efficiency, safety, terminal improvements and additional developments.
The city council approved the 2025-2026 CIP to strengthen the El Paso International Airport’s (ELP) infrastructure while building on the overall passenger experience. The funding has been allocated across three distinct categories, focusing on essential improvements to the airport’s overall infrastructure and operations. These include:
- $160 million for airfield safety and efficiency projects.
- $78 million for non-aeronautical developments.
- $77 million for terminal upgrades.
One of the more notable projects featured in the CIP is the development of an Advanced Manufacturing District. The project will create a 250-acre campus designed to support industrial and aviation-related development.
Among the projects planned in the CIP, the airport will prioritize efforts to reconstruct pavement, realign taxiways and rehabilitate ramps. Additional work centered around modernizing its terminals will involve continued improvements to lighting, ceiling and accessibility features. In addition, the airport will enhance interior wayfinding and renovate a future terminal restroom.
The ELP will invest a significant amount of the CIP into implementing sustainability initiatives across the airport. These efforts will include adding solar-covered parking, introducing electric shuttle vehicles and releasing an Airport Sustainability Master Plan for long-term environmental development.
