Coast Guard seeks industry partners for IT overhaul

The U.S. Coast Guard is preparing to award more than $100 million in contracts to modernize its aging IT infrastructure through a new procurement program that will span the next decade. The Variable Infrastructure Award (VIA) will replace the agency’s current Infrastructure Managed Services agreement while addressing critical security vulnerabilities and outdated systems across Coast Guard operations. 

Under the new framework, the Coast Guard is calling for comprehensive support in designing, modernizing, maintaining and operating its IT infrastructure systems. Officials structured the contract using multiple Basic Ordering Agreements (BOAs), with one BOA specifically designated for the Coast Guard’s VIA-Sustain initiatives. 

The Coast Guard designed VIA-Sustain as the program’s foundation, creating a framework to maintain IT operations. The initiative will cover technology services, equipment procurement, asset oversight and system maintenance. Additionally, contractors must address outstanding security weaknesses and aging infrastructure problems, such as outdated end-of-life systems, while supporting ongoing operations and finishing current projects. 

Through VIA-Sustain, the Coast Guard will conduct a single-award competition among the Sustainment BOA holders. 

Additional VIA BOAs will target IT modernization and infrastructure improvements through separate competitive processes. These specialized areas include asset management, program management, enterprise services, systems and server operations, network services and IT security. 

The Coast Guard will post an official request for proposals on Sept. 4. Contract awards are expected during the second quarter of fiscal year 2026. The VIA contract runs through Feb. 3, 2036.
